Blanco County Commissioners and Blanco County Judge Bill Guthrie conducted a Special meeting on Tuesday, January 28th at 9:00 a.m. in the County Commissioners Courtroom of the Blanco County Courthouse in Johnson City, Texas.
Judge Guthrie called the meeting to order at 9:00 a.m. In pursuant with a recent motion to recite the Pledge of Allegiance at the start of each County Commissioner Meeting, the Pledge was recited. Judge Guthrie asked the Commissioners to consider approval of the outstanding bills in the amount of $144,241.92. A motion was made and approved for payment of the outstanding bills.
Karen Newman, Blanco County Clerk, read the minutes from the Regular meeting of January 14, 2014. There were no questions, and a motion was made to approve the minutes as read. This motion carried. A motion to approve the official reports was also made and approved by the Commissioners Court.
A presentation by Gene Hooper was scheduled regarding Veterans benefits and services available for Blanco County. Mr. Hooper was unable to make the meeting because of weather conditions. This presentation was rescheduled for February 25th and there was no action taken on this item. At this time the Special meeting adjourned.
The Commissioners Court held a second Special meeting at 10:00 a.m. on January 28th, 2014. The Commissioners Court was asked to consider a Resolution pursuant to Section 262.024 of the Texas Local Government Code, granting an exemption from the requirements established by Section 262.023 of the Texas Local Government Code regarding the exemption from bidding for the purchase of the following item(s): Professional Services – Engineering. A motion was given, and County Commissioners voted to approve the Resolution, thereby granting an exemption from the requirements established by Section 262.023 of the Texas Local Government Code.
The Commissioners Court also heard Presentations and conducted interviews with two engineering firms for the Middle Creek Road bridge project in Precinct Four. The firms each gave a Presentation that lasted about 15 minutes. Greg Haley, as President of K.C. Engineering, Inc. of Marble Falls, Texas, and Klotz Associates of San Antonio, Texas, answered questions and shared their respective business expertise and qualifications for the bridge project.
After the Presentations ended both speakers left the Courtroom and the Court discussed the merits of the two engineering firms. Blanco County Precinct Four Commissioner Paul Granberg recommended the services of K.C. Engineering, Inc. for the bridge project. Commissioner Granberg’s motion was approved and the Commissioners Court voted to accept the bid from K.C. Engineering, Inc. for construction of the Middle Creek Road bridge project in Precinct Four. There was no further business for the Special Meeting, and the meeting adjourned at this time.
