The Blanco County Commissioners Court conducted a Regular meeting on November 12, 2014 at 2:00 p.m. Blanco County Judge Bill Guthrie and three County Commissioners attended the meeting. Commissioner Chris Liesmann was absent because he was attending classes.
After Judge Guthrie called the meeting to order the Court stood and recited the Pledge of Allegiance. County Clerk Laura Walla read the minutes from the Special meeting of October 28, 2014, and they were approved as read.
Judge Guthrie asked the Court to consider line item transfer from the Judicial Budget to the District Judge’s budget due to the omission of services in the District Judges’ request for the 2014-15 Budget Year. According to Judge Guthrie, “There was no request this year, so there was no request in the Judicial Budget. I ask you to approve conversion of this item for District Court.” Commissioner James Sultemeier made a motion to approve conversion of the line item transfer. Commissioner John Wood seconded the motion, and there was no discussion. The motion carried.
Judge Guthrie told the Commissioners, “We have received a letter to consider a request from the Appraisal District. The Blanco County Appraisal District is asking to be allowed to make improvements. These improvements include building a storeroom and a carport or garage for vehicle. The estimated cost of construction is estimated at $17,850. Are there any questions or comments?”
Commissioner Sultemeier said, “I think the additions are needed but I’m not sure how they can be funded in the current budget.” Commissioner Sultemeier made a motion that the improvements be included in next year’s budget 2015-16. The motion was seconded by Commissioner Wood. Judge Guthrie called for discussion, and Candice Fry, Chief Appraiser from Blanco County Appraisal District asked, “If improvements are done next year that is January 1, 2016. This will be one and a half years before the vehicle will be covered. It will be sitting out there, and not covered.” Commissioner Sultemeier asked if the budget should be amended. No further discussion followed, and this motion carried.
Judge Guthrie told the Court that the bond for newly appointed Constable Bobby Fenton was in hand and appeared to be in order. The Judge asked that the Court please approve the bond for Constable Precinct One. Commissioner Wood gave a motion to approve the bond, and the motion was seconded by Commissioner Paul Granberg. There was no discussion, and Judge Guthrie asked, “Constable, are you ready to be sworn in?” Bobby Fenton answered, “Yes.” Judge Guthrie offered his sincere congratulations, and Fenton was sworn in as the new Constable of Precinct One.
Judge Guthrie told the Commissioners Court, “The interlocal agreement with CAPCOG for the Regional Notification System is now paid by the new 911 budget. Is there a motion to authorize [the County Judge to sign the interlocal agreement with CAPCOG for the Regional Notification System]? A motion to approve was presented by Commissioner Wood and seconded by Commissioner Sultemeier. No discussion followed and the motion was approved.
The Court approved the estimated November 2014 payroll for $247,299.63. A motion to approve was made by Commissioner Granberg and seconded by Commissioner Wood.
Judge Guthrie asked if all reports were in, and he was told they were except for Precinct One. Judge Guthrie told the Court, “I regret to inform you that Larry Haley passed away Monday afternoon. There is no report for Precinct One.” Commissioner Sultemeier gave a motion to approve the official reports, Commissioner Granberg seconded.
Judge Guthrie asked if there were any questions for the treasurer and auditor, and that outstanding bills totaled $67,606.14. Commissioner Sultemeier made a motion to approve payment of the outstanding bills, and Commissioner Wood seconded. There was no discussion, and this motion carried. Judge Guthrie asked Clerk Walla if she was ready to consider canvassing the votes from the 2014 general election. She answered yes, and vote totals in all Blanco County precincts were reported and certified from the general election. The Regular meeting ended at this time.
